...Bureacratic!
Many people will be surprised when I say this; but I do not think that PRINCE2 is in any way bureaucratic. It is, instead a great method for trying to ensure the success of any project in any environment, by creating a framework for control that is flexible and adaptable.
Most people who say it is bureaucratic don’t understand Tailoring; previously that was hidden away in the hints and tips sections of chapters. That left most to choose how you adapt the method to your organisation and project as they saw fit. To many that meant they chose to omit those management products they felt were unwieldy thereby compromising the components and techniques of P2.
Now, after the re-write, you get a whole chapter to guide you through. In a nut-shell tailoring says that you cannot lose, omit or generally forget any of the processes, principles or themes.
What you do is thin them out scale them up or down and align them to your organisation’s strategies, the programme your project is part of taking into account the size and complexity and then create the appropriate controls to enable the board to manage by exception and delegate the authority for day to day project management to the project manager; confident that the project manager has been granted the required resources, tolerances and clear direction.
